Mahua Moitra flags alleged centralised voter deletions, cites December letter to ECI

Trinamool Congress MP Mahua Moitra has raised fresh questions over the management of electoral rolls in West Bengal, citing a letter allegedly sent by an association representing electoral officers to the Election Commission of India in December 2025.

In a post on X, Moitra said the West Bengal Supervisory Controllers (WBSC) Association had written to the ECI on December 24, 2025, alleging that voters were being deleted through a centralised back-end process without the involvement of Electoral Registration Officers (EROs) and Booth Level Officers (BLOs).

Moitra alleged that the process involved Chief Election Commissioner Gyanesh Kumar and ECI Director General (IT) Seema Khanna. She described the alleged deletions as “illegal centralised back end deletion of voters” and claimed that the process bypassed the officers responsible for electoral roll management at the field level.

The specific contents and authenticity of the letter cited by Moitra could not be independently verified from publicly available ECI records.

Moitra cites alleged complaint from electoral officers

Moitra's post refers to the WBSC Association as the body representing or overseeing officers working at the ERO and BLO levels in West Bengal. According to her, the association's December 24 letter raised objections to the manner in which voter deletions were being carried out.

The allegation comes amid an ongoing political and institutional debate over electoral-roll revisions in West Bengal and the role of centralised technology in processing voter data.

The ECI's own description of its Electoral Registration Officers Network, or ERONET, says the platform is a centralised system used for electoral-roll management, including registration, field verification, migration and deletion of names. The Commission says applications submitted through platforms such as the Voter Helpline, BLO App and Voter Portal are processed through ERONET, with EROs and Assistant Electoral Registration Officers involved in further processing.

ECI officials named in the allegation

Moitra specifically named Gyanesh Kumar and Seema Khanna in her post. Kumar is the current Chief Election Commissioner, while Khanna is listed by the ECI as its Director General (IT).

The ECI's official description of ERONET states that the system was designed as a centralised form-processing platform and that its database is used across states and Union territories. It also says the system supports the tracking of applications and the processing of electoral-roll changes.

The allegation raised by Moitra, however, concerns whether any voter deletions were carried out through the system without the involvement or approval of the appropriate state-level electoral authorities.

Allegations emerge amid Bengal electoral-roll row

The development comes against the backdrop of continuing political scrutiny of the electoral-roll revision process in West Bengal ahead of the 2026 assembly election.

The ECI's voter services portal currently provides facilities for electoral-roll searches, deletion applications through Form 7, appeals and other voter-related services.

Moitra's post does not itself establish whether the alleged centralised deletions took place, how many voters may have been affected, or whether the December 2025 letter resulted in any action by the poll panel.
