MP becomes first state to offer free registration of rural properties under Swamitva scheme

Madhya Pradesh has become the first state in the country to provide free registration of rural properties under the Swamitva Yojana, Chief Minister Mohan Yadav said on Thursday as he launched the initiative in Indore. The scheme is expected to cover around 50 lakh properties across rural areas of the state, enabling owners to formally register their properties without paying registration charges. Yadav said the initiative would strengthen property rights in villages and provide residents with legally recognised documents for houses and land falling within inhabited areas.

Registration without charges

Launching the programme, Yadav said Madhya Pradesh had taken a significant step by removing the financial burden associated with registration for properties covered under the Swamitva scheme. The initiative builds on the Centre’s programme to provide clear ownership records for residential properties in rural inhabited areas using drone-based surveys and mapping. Property cards generated through the exercise are intended to establish ownership more clearly, reduce disputes and enable rural residents to use their property as a financial asset.

The Chief Minister said around 50 lakh rural properties in Madhya Pradesh would benefit from the decision. By providing registration without charges, the state government aims to ensure that beneficiaries can obtain formal documentation without registration costs becoming an obstacle. Yadav said the measure would particularly benefit rural families whose properties had remained outside the conventional registration system despite being occupied for generations.

Property rights strengthened

The Swamitva Yojana uses modern surveying technology to map properties in village inhabited areas and create accurate ownership records. Formal documentation can help settle longstanding uncertainties over property boundaries and ownership while also providing residents with records that can be used for obtaining bank loans and accessing other financial services. The system is also expected to improve property-related administration at the village level and provide local authorities with more reliable records.

Yadav said the initiative was part of the state government’s broader effort to improve ease of living and extend the benefits of digitisation and transparent governance to rural communities. He said recognition of property ownership could give families greater financial security and help prevent disputes that often arise because of the absence of formal records.

Statewide rollout

The programme will cover eligible properties across rural Madhya Pradesh as the government moves to complete registration based on records created under the Swamitva scheme. Officials are expected to coordinate with local administrations and revenue authorities to facilitate the process and ensure eligible beneficiaries receive their documents.

The initiative marks a shift from merely surveying and recording rural properties to formally registering them without imposing a financial cost on owners. With around 50 lakh properties expected to come under its ambit, the state government is positioning the programme as a major expansion of formal property ownership in rural Madhya Pradesh.
