Jharkhand unveils AI roadmap, plans ₹1,150 crore investment to boost digital governance
The Jharkhand government has unveiled an ambitious roadmap to position the state as a leader in artificial intelligence (AI)-driven governance, proposing a ₹1,150 crore investment over the next five years to strengthen digital infrastructure, expand AI adoption and improve public service delivery.
The roadmap was presented during the National Stakeholders' Consultation 2026 held in New Delhi, where the government outlined plans to integrate AI across governance, healthcare, education, agriculture, mining, industry and citizen services. Officials said the initiative is aimed at making governance more transparent, data-driven and efficient while improving the accessibility and quality of public services.
A key proposal is the draft Jharkhand Artificial Intelligence Policy 2026–2031, which seeks to promote responsible AI adoption while incorporating safeguards for data privacy, cybersecurity and transparency. The policy envisions the use of AI in sectors ranging from healthcare and disaster management to environmental monitoring and mineral administration.
Among the flagship initiatives proposed is the Chief Minister Data Intelligence Platform (CM-DIP), an AI-powered decision support system that will enable real-time monitoring of government schemes, infrastructure projects and departmental performance. The state also plans to introduce multilingual AI-enabled citizen services, WhatsApp-based government service delivery, digital grievance redressal mechanisms and expanded access to government services at the panchayat level.
The roadmap also includes the proposed Health & Nutrition Vigilance System (HNVS) and the Critical Minerals Administration System (CMAS), both of which are intended to improve healthcare delivery and streamline mineral governance through advanced data analytics.
As part of its long-term digital strategy, Jharkhand plans to establish a State AI Mission, an AI Cloud, AI Innovation Hub, AI Park, AI Innovation Zones and Centres of Excellence. The government also intends to develop an integrated startup and skilling ecosystem to encourage research, innovation, entrepreneurship and collaboration between industry and academic institutions.
The state additionally showcased plans for a 100.97-acre IT Park in Ranchi, which is expected to house Global Capability Centres (GCCs), IT firms, startups and other technology-driven enterprises.
Under its Vision 2050 strategy, Jharkhand has set targets of attracting more than ₹10,000 crore in investments, establishing over 50 Global Capability Centres, supporting more than 1,000 AI startups and creating over one lakh AI-enabled jobs.
The roadmap also places emphasis on AI education, workforce development and academic partnerships to build a skilled talent pool capable of supporting the state's digital transformation. The government has invited technology companies, startups, investors and educational institutions to partner in developing AI-based governance solutions, digital infrastructure and innovation ecosystems across Jharkhand.
