NIA chargesheets four more accused in Sirsa police station grenade attack case

Sirsa grenade attack: NIA names four more accused, including alleged India-based coordinator Rajbir Singh

The National Investigation Agency (NIA) has filed a supplementary chargesheet against four accused in the grenade attack near a women’s police station in Sirsa, Haryana, on November 25, 2025, alleging their involvement in a cross-border terror conspiracy.

The chargesheet was filed on Saturday before the NIA special court in Panchkula. The accused named are Rajbir Singh alias Fouji, Ved Parkash alias Pamma, Jiwanjot Singh Grewal alias Jyoti and Chirag Thakral, officials said on Sunday.

According to an NIA statement, further investigation has established the roles of the four accused in the conspiracy and their alleged involvement in facilitating the movement of explosives used in the attack. The agency said the assault was intended to harm police personnel and spread terror and fear among the public.

NIA traces alleged cross-border conspiracy

The case was initially registered at the Civil Line police station in Sirsa on November 26, 2025, a day after the attack. The NIA subsequently re-registered it on December 30, 2025.

The agency had earlier filed a chargesheet on May 24, 2026, before the special court in Panchkula against nine accused, including Pakistani nationals Shahzad Bhatti and Sohail Ahmad alias Sohail Baloch.

The latest supplementary chargesheet sets out the alleged conspiracy, the individual roles of the four accused and the evidence collected during further investigation, the NIA said.

Investigators have traced the conspiracy to foreign-based handlers allegedly operating a cross-border terror network. The attack was carried out by members of the Shahzad Bhatti network as part of an organised conspiracy, according to the agency.

Alleged roles of the four accused

The NIA said its investigation found that Rajbir Singh acted as the India-based coordinator of the cross-border network. He allegedly coordinated with handlers based abroad to arrange the collection and movement of weapons, hand grenades and narcotics within India.

Thakral, Grewal and Parkash allegedly worked under Rajbir’s directions and played key roles in facilitating the movement of the explosives used in the attack near the women’s police station in Sirsa.

The agency said the operation was intended to target police personnel and create fear among members of the public.

Charges under anti-terror and explosives laws

The four accused have been charged under Section 61(2) of the Bharatiya Nyaya Sanhita, 2023, relating to criminal conspiracy, read with Section 109, concerning attempt to murder, and Section 238, concerning causing the disappearance of evidence or providing false information to screen an offender.

The chargesheet also invokes Sections 5 and 6 of the Explosive Substances Act, 1908, dealing with making or possessing explosives under suspicious circumstances and abetting related offences.

Under the Unlawful Activities (Prevention) Act, 1967, the accused have been charged under Section 18, relating to conspiracy, Section 18B, concerning the recruitment of people for terrorist acts, and Section 20, relating to membership of a terrorist gang or organisation.

The NIA said further investigation was continuing to identify and apprehend other people involved in the conspiracy and uncover the full extent of the cross-border terror network behind the attack.
