Karnal police register second FIR over suspected illegal paddy procurement from Uttar Pradesh

Haryana officials probe suspected illegal sale of UP paddy in Karnal mandis, with two FIRs registered so far

The Karnal police have registered a second case over suspected irregularities in paddy procurement during the 2026 Kharif season, following allegations that paddy brought from Uttar Pradesh was being routed through Haryanaโ€™s e-procurement system using farmer registration details.

The latest FIR was registered at Gharaunda police station following a complaint by market committee secretary Sunil Kumar over suspicious paddy arrivals at the new grain market in Gharaunda. The case has been registered under Sections 318(4), 336(2) and 61 of the Bharatiya Nyaya Sanhita (BNS).

The development comes a day after a similar case was registered at Indri police station following an inspection at the grain market there.

Officials said the suspected irregularities involve the alleged misuse of farmer registration details under the Meri Fasal Mera Byora (MFMB) scheme to facilitate the e-procurement of paddy brought from Uttar Pradesh. However, the allegations remain subject to police investigation and must be established through evidence.

Three tractor-trolleys entered market without gate passes

According to the complaint, three tractor-trolleys entered the new grain market in Gharaunda through Gate No. 3 at around 7.45 am on Sunday without gate passes.

The vehicles allegedly belonged to Krishna, a resident of Ballah village, and Amit Maan, proprietor of M/s Bhim Singh Sons, a firm located in the market.

The market committee lodged a police complaint after physical verification at the market revealed suspected irregularities in the arrival of paddy. The complainant expressed apprehension that the e-procurement process for paddy brought from Uttar Pradesh may have been facilitated by misusing Haryana farmersโ€™ registration details and MFMB records.

The Gharaunda Market Committee has also issued a show-cause notice to the firm concerned, officials confirmed.

Probe to cover farmer records, gate passes and CCTV footage

The district administration said the police had been asked to examine farmer registration details and land records, the audit trail of the e-procurement system, gate pass records and vehicle movements.

The investigation will also cover documents relating to the purchase and weighing of paddy, along with available CCTV footage. Officials said further legal action would be taken in accordance with the rules, depending on the findings and evidence gathered during the probe.

The administration has reiterated that irregularities involving the sale of paddy brought from Uttar Pradesh in Karnal districtโ€™s grain markets will not be tolerated.

Strict action promised against those found involved

Deputy Commissioner Anand Kumar Sharma said the administration was working diligently to prevent the unauthorised sale of paddy from Uttar Pradesh in Karnal districtโ€™s markets.

He warned that strict action would be taken against any commission agent, farmer, administrative officer or employee found involved in irregularities, based on facts and evidence and in accordance with the rules.

The two FIRs registered in Gharaunda and Indri have brought scrutiny to the paddy procurement process during the 2026 Kharif season. The allegations in both cases will be subject to investigation, and responsibility will be determined on the basis of the evidence collected by the police.
