Police file status report into complaint seeking FIR against Delhi CM Rekha Gupta

Delhi Police filed status report on complaint seeking FIR against Chief Minister over comments made at September 2025 government event

Delhi Police on Thursday informed a city court that no cognisable offence was made out against Chief Minister Rekha Gupta in connection with a complaint seeking registration of an FIR over her alleged remarks against government officials during an official event last year.

The police submitted a status report before Additional Chief Judicial Magistrate Ashwani Panwar in response to the complaint concerning Gupta's statements at a government programme held on September 23, 2025, at the Kashmere Gate Inter-State Bus Terminal (ISBT).

According to court sources, the police report concluded that the remarks attributed to the Chief Minister did not disclose the commission of a cognisable offence warranting registration of an FIR. The court took the report on record and granted the complainant time to file objections before proceeding further.

The complaint relates to an official programme organised for the launch of Delhi Transport Corporation (DTC) bus services between Delhi and Baraut in Uttar Pradesh. During the event, Gupta allegedly made remarks while addressing government officials over their functioning and administrative efficiency.

According to the complainant, the Chief Minister, while purportedly admonishing officials for not working systematically, made a statement comparing them to Hanuman.

"These Hanumans remember their temporary powers only when their tail catches fire; before that, they forget it," Gupta was alleged to have said, or used words to that effect.

The complainant sought criminal proceedings against the Chief Minister over the statement, alleging that her remarks warranted police action. The allegations prompted the court to seek a response from the police before deciding on the request for registration of an FIR.

On October 3, Additional Chief Judicial Magistrate Panwar directed the station house officer of Kashmere Gate police station to submit a status report on the allegations.

The magistrate recorded the complainant's account of the September 2025 event and sought police inputs to determine whether the material disclosed grounds for further criminal proceedings.

In compliance with the direction, Sub-Inspector Mukesh Tomer submitted the report, which was forwarded by the SHO of Kashmere Gate police station.

"In compliance with the previous order, a status report has been filed by sub-inspector Mukesh Tomer, duly forwarded by the SHO, police station Kashmere Gate," the court recorded in its Thursday order.

The police also placed before the court a transcript of the Chief Minister's speech and a certificate concerning the admissibility of electronic records under the Bharatiya Sakshya Adhiniyam.

After taking note of the status report and accompanying documents, the court allowed the complainant's counsel to file objections or a reply to the police findings. "At this stage, counsel for the complainant seeks time to file an objection or reply to the status report filed by the police. Granted. Be put up for filing of objection, reply, further proceedings on October 29," the court said.

The matter will now be taken up on October 29, when the complainant may contest the police conclusion that no cognisable offence was disclosed. The police findings do not amount to a final judicial determination of the complaint, as the magistrate has yet to decide whether any further action is warranted.

The proceedings will continue after the complainant has had an opportunity to respond to the status report and the supporting material submitted by the police.
