Delhi government to overhaul B&B rules as Assembly moves to repeal 2007 Act

The Delhi government is set to introduce a Bill in the upcoming Monsoon Session of the Assembly to repeal the law governing bed-and-breakfast (B&B) establishments in the national capital. The move comes nearly two months after a fire at a B&B facility in Malviya Nagar claimed 23 lives, including several foreign nationals.

The four-day Monsoon Session will begin on Friday. Assembly Speaker Vijender Gupta said the decision to table the repeal Bill was taken by the Business Advisory Committee.

Three Bills, two CAG reports on Assembly agenda

Along with the proposal to scrap The National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007, the government will also introduce two more Bills.

These include the Delhi (Right of Citizen to Time Bound and Ease of Delivery of Service) Bill, 2026 and an amendment to the Delhi Urban Shelter Improvement Board Act, 2010.

The Assembly is also scheduled to table two Comptroller and Auditor General (CAG) reports, along with a notification related to the Delhi Electricity Regulatory Commission.

New B&B policy in the works

Tourism minister Kapil Mishra said the government is preparing the Delhi Bed & Breakfast Policy, 2026, a draft of which was placed in the public domain on May 26.

The proposed policy introduces a self-certification and self-renewal system, while reducing the approval period to seven working days through a "deemed approval" mechanism, compared with the 30-day process under the existing law.

“The new policy will be cleared by the Cabinet within a month. During this period — between the repeal of the existing Act and the enactment of the new policy — the Centre’s rules on B&Bs will apply in Delhi,” the minister told The Hindu.

He added that the repeal process had been underway for nearly a year because several provisions of the 2007 law had become outdated.

“If necessary, we will promulgate the new policy as an ordinance,” said Mishra.

Government plans ease of doing business reforms

The Delhi government is also working on the Delhi Ease of Doing Business Bill, 2026, aimed at simplifying procedures for businesses. The proposed legislation includes self-certification for low-risk industries and exempts such establishments from routine inspections for the first three years.

The draft Bill was discussed during the Cabinet meeting on Tuesday but was not approved as changes are still being made.

Speaking about the proposed law, Chief Minister Rekha Gupta said the government's goal is to create a system where entrepreneurs can focus on growing their businesses instead of navigating administrative hurdles, with faster approvals, clear procedures, fixed timelines and fewer compliance requirements.
