Delhi CM Rekha Gupta to table CAG report on state finances in Assembly on August 10

Delhi Chief Minister and Finance Minister Rekha Gupta is scheduled to table the Comptroller and Auditor General of India’s report on Delhi’s state finances for 2024-25 in the Legislative Assembly on Monday, August 10. The report will be presented during the ongoing Monsoon Session of the Delhi Assembly, which is scheduled to continue until August 11. Two CAG reports and three key Bills are among the major items listed for consideration during the session.

House to meet at 11 am

According to the listed business for Monday, the House will meet at 11 am, with MLAs first raising matters of public importance under Rule 280. Gupta will subsequently lay the CAG’s “Report on State Finances for the year 2024-25” before the Assembly. The report will place the government’s financial position and management of public finances under legislative scrutiny.

Monsoon Session has packed agenda

The Monsoon Session has a substantial legislative and financial agenda. The Assembly’s Business Advisory Committee had earlier decided that two CAG reports, along with a notification concerning the Delhi Electricity Regulatory Commission, would be tabled during the session. Three Bills concerning time-bound delivery of public services, the Delhi Urban Shelter Improvement Board and bed-and-breakfast establishments were also listed for introduction during the August 7-11 session.

Focus on Delhi’s finances

The tabling of the latest state finances report is expected to bring renewed attention to the capital’s fiscal position, including government expenditure, revenue management and other aspects examined by the constitutional auditor. The CAG’s reports have emerged as a major political issue in the Delhi Assembly since the change of government, with the BJP administration putting several audit findings concerning the previous AAP government before the House.

CAG reports under spotlight

Another recent CAG audit concerning Delhi’s power subsidy scheme flagged payments of more than Rs 42 crore to dormant electricity connections with no consumption and raised questions over the targeting of beneficiaries. The audit covered the four financial years from 2019-20 to 2022-23. The latest state finances report will add another layer to the Assembly’s examination of Delhi’s fiscal management as the Monsoon Session enters its final phase.
