CM Rekha Gupta to present CAG Report on first day of Delhi Monsoon Session

The Monsoon Session of the Delhi Legislative Assembly will begin with the tabling of two Comptroller and Auditor General (CAG) reports and the introduction of three key Bills, including legislation aimed at overhauling the framework for time-bound delivery of public services. Chief Minister Rekha Gupta, who also holds the Finance portfolio, is scheduled to table two CAG reports relating to the Government of the National Capital Territory (NCT) of Delhi during the opening day's proceedings.

CAG reports to be tabled

According to the Assembly agenda, the Chief Minister will present:

• Report No. 01 of 2026, covering the CAG's findings for the financial year ended March 31, 2023 relating to the Government of NCT of Delhi.

• Report No. 02 of 2026, dealing with the State Finances for 2024-25.

The reports are expected to provide an assessment of the capital's financial management, expenditure and fiscal position.

Three Bills to be introduced

The House is also set to take up three important pieces of legislation during the five-day session, which will continue until August 11. Among them is The Delhi (Right of Citizen to Time Bound Delivery of Services) Bill, 2026, which proposes to repeal and replace the Delhi (Right of Citizens to Time Bound Services) Act, 2011 with a revised legal framework for delivery of government services. The government will also introduce amendments to the Delhi Urban Shelter Improvement Board (DUSIB) Act, aimed at updating provisions governing the functioning of the agency responsible for improving housing and civic amenities for economically weaker sections.

In addition, Tourism Minister Kapil Mishra will introduce The Delhi Bed and Breakfast Establishments (Repeal) Bill, 2026, seeking to repeal the National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007, along with its subsequent amendments enacted in 2010 and 2021.

Power regulations before House

Power Minister Ashish Sood will table notifications relating to the Delhi Electricity Regulatory Commission (DERC), including the Terms and Conditions for Open Access (Second Amendment) Regulations, 2026, along with the corrigendum issued subsequently. The House will also take up notifications connected with Delhi school education as part of the day's legislative business.

Business Advisory Committee finalises agenda

The schedule for the session was approved during a meeting of the Business Advisory Committee, chaired by Assembly Speaker Vijender Gupta. The committee unanimously decided to include the two CAG reports, DERC notifications and the three proposed Bills in the business for the session. The Assembly will also witness the presentation of the Fifth Report of the Business Advisory Committee, outlining the allocation of time for legislative and other business during the Monsoon Session.

Focus on governance reforms

The session is expected to focus on administrative reforms, public service delivery, urban governance and financial accountability. With the tabling of the latest CAG reports and the introduction of legislation affecting governance and civic administration, the proceedings are likely to set the tone for the Delhi government's legislative agenda in the months ahead.
