Rich city, poor civic Budget? What Mumbai, Delhi, Bengaluru, Kolkata reveal

India’s biggest urban economies do not necessarily have the biggest municipal Budgets. The contrast is particularly visible among Mumbai, Delhi, Bengaluru, Kolkata and Chennai, where the size of a city’s economy and the financial strength of its civic body can differ sharply.

In 2026, Mumbai leads both lists, while Bengaluru’s municipal finances stand out despite its lower position in the city GDP rankings, per a report by The Economic Times.

Mumbai leads on both fronts

Mumbai remains India’s largest city economy, with a projected GDP of Rs 25.73 lakh crore. Its civic body, the Brihanmumbai Municipal Corporation (BMC), also has the country’s biggest municipal budget at Rs 74,427 crore.

A significant portion of the BMC’s budget is earmarked for capital expenditure, including roads, sewage systems and coastal infrastructure. Its revenues are supported by property taxes, commercial activity, fees and state transfers.

Delhi and Kolkata show the gap

Delhi NCR is second among India’s richest urban economies, with an estimated GDP of Rs 24.37 lakh crore, ET reported. However, the Municipal Corporation of Delhi (MCD) has a budget of Rs 16,530 crore, considerably below Bengaluru’s civic allocation.

Kolkata presents an even wider difference. Its estimated GDP of Rs 12.45 lakh crore puts it third among the cities, but the Kolkata Municipal Corporation has a Budget of just over Rs 5,166 crore.

The city’s economy is supported by trade, industry and port-related activity, but that scale is not reflected in its municipal finances.

Bengaluru, Pune and Ahmedabad stand out

Bengaluru ranks fourth by GDP, yet its Bruhat Bengaluru Mahanagara Palike (BBMP) has a Rs 19,930 crore budget, higher than both MCD and the civic bodies of Kolkata and Chennai.

Chennai, another major economic centre driven by automobiles, IT and port-led trade, has a Greater Chennai Corporation budget of about Rs 8,267 crore.

The top 10 municipal bodies by Budget include BMC Mumbai, BBMP Bengaluru, MCD Delhi, AMC Ahmedabad, PMC Pune, GHMC Hyderabad, SMC Surat, Greater Chennai Corporation, KMC Kolkata and GVMC Visakhapatnam.

Why the municipal Budget matters

City GDP measures the scale of economic activity, while municipal budgets indicate the resources available to manage urban infrastructure and services.

Roads, drainage, sanitation, healthcare and housing depend heavily on civic finances. As a result, a city can have a large economy but still have a comparatively smaller municipal spending capacity, creating a visible gap between economic wealth and everyday urban services.
