How 7 states and 940 seats could shape Modi's road to 2029
Seven states with a combined 940 Assembly constituencies and 132 Lok Sabha seats are scheduled to hold elections in 2027, setting up a major political test for the BJP, Congress and regional parties ahead of the 2029 general elections.
Uttar Pradesh, Punjab, Uttarakhand, Goa and Manipur are expected to vote in the first part of 2027, while Gujarat and Himachal Pradesh will head to the polls towards the end of the year. The Election Commission has yet to announce the election schedules.
The BJP currently governs five of these states, while the Aam Aadmi Party (AAP) is in power in Punjab and the Congress governs Himachal Pradesh. The contests will therefore involve both the BJP's attempts to retain state governments and the Opposition's efforts to consolidate its political position.
Recent Legislative Council election results have added another dimension to the political landscape. On October 29, the BJP lost two seats in Varanasi, Prime Minister Narendra Modi's parliamentary constituency, to the Samajwadi Party despite an extensive campaign by senior party leaders.
In Maharashtra, Congress candidate Abhijeet Wanjari retained the Nagpur graduates' constituency, located in the city that houses the Rashtriya Swayamsevak Sangh headquarters.
However, the BJP won 13 of the 28 teachers' and graduates' constituencies contested across four states, while the National Democratic Alliance secured 16 seats, compared with 18 previously. The Congress managed only one victory and lost all four seats it contested in Karnataka.

Uttar Pradesh, with 403 Assembly constituencies and 80 Lok Sabha seats, will be the largest electoral contest of 2027. Chief Minister Yogi Adityanath will seek a third consecutive term for the BJP, while the Samajwadi Party, led by Akhilesh Yadav, will attempt to challenge the ruling party.
The contest comes against the backdrop of the 2024 Lok Sabha elections, when the BJP's tally in Uttar Pradesh fell to 33 seats from 62 in 2019. The Samajwadi Party's improved parliamentary performance strengthened its position as the BJP's principal challenger in the state.
For the BJP, the Assembly election will provide an opportunity to assess its organisational strength following those parliamentary losses. For Akhilesh Yadav, the challenge will be to translate the Opposition's Lok Sabha performance into an Assembly-level electoral contest.

Punjab's 117-member Assembly will provide a test of the AAP government's performance under Chief Minister Bhagwant Mann.
The party secured a decisive majority in 2022, displacing the Congress and establishing itself as the state's dominant political force. The next election will examine whether it can retain that support after completing its first full term.
The Congress will seek to recover lost ground, while the BJP and Shiromani Akali Dal will attempt to expand their respective political positions.
Punjab is also significant because it remains one of the few states governed by a party outside the BJP-led NDA and Congress.

Gujarat, with 182 Assembly seats, will be another major contest for the BJP. The party secured a record 156 seats in the 2022 election and will seek to maintain its longstanding control of the state.
The Congress and AAP will face the challenge of rebuilding their electoral presence and presenting alternatives to the BJP government.
In Uttarakhand, the BJP will seek another term in the 70-member Assembly under Chief Minister Pushkar Singh Dhami. The Congress remains its principal opponent.
Goa's 40-member Assembly will also go to the polls, with Chief Minister Pramod Sawant's BJP government seeking to retain power in a state where coalition arrangements and smaller parties have historically played important roles.

Manipur's 60-member Assembly election will take place against the backdrop of prolonged ethnic tensions and questions surrounding governance and security.
The state experienced a period of President's Rule before the formation of a new BJP-led government in February 2026 under Chief Minister Yumnam Khemchand Singh.
The election will provide voters an opportunity to assess the government's handling of security, rehabilitation and the restoration of normalcy.
Political parties will also face the challenge of campaigning in a state where divisions between communities have shaped public life and governance in recent years.

Himachal Pradesh, which has 68 Assembly constituencies, will be an important contest for the Congress government led by Chief Minister Sukhvinder Singh Sukhu.
The party returned to power in 2022, defeating the BJP in a state known for changes in government between the two major parties.
The Congress will seek to retain its government, while the BJP will attempt to return to power. Issues relating to governance, public finances and the implementation of electoral commitments are likely to feature in the campaign.
For the Congress, the contest will carry significance beyond the state's size because Himachal Pradesh remains among the relatively few states where it holds power independently.

The seven Assembly elections will provide an extensive measure of voter sentiment midway between the 2024 and 2029 Lok Sabha elections.
Their combined 132 parliamentary constituencies make the states important to the national political landscape, although Assembly and parliamentary voting patterns do not necessarily follow the same trajectory.
The outcomes will also influence debates within political parties over leadership, alliances, campaign strategies and organisational priorities.
For Prime Minister Narendra Modi and the BJP, the contests will test the party's ability to defend its state-level political position. For the Congress, Samajwadi Party, AAP and other Opposition formations, they will provide opportunities to assess their electoral strength and strategies ahead of the next parliamentary election.
While the results cannot determine the 2029 outcome, they will offer important evidence of how India's political competition is evolving.
