Ladakh gets eighth district as L-G Saxena announces Sankoo, five new tehsils
Ladakh Lieutenant Governor Vinai Kumar Saxena on Friday announced the creation of Sankoo as the Union Territory's eighth district, along with five new tehsils, in a major administrative reorganisation aimed at bringing government services closer to residents of remote and geographically isolated areas. The announcement, made during Saxena's visit to Sankoo, marks another phase in the restructuring of Ladakh's administrative boundaries, with the Union Territory expanding its network of districts and tehsils to improve service delivery, strengthen local governance and address longstanding demands for greater administrative accessibility.
The newly created Sankoo district has been carved out of the existing Kargil district and will comprise three tehsils: GM Pore, TSG and Taisuru. According to the Lieutenant Governor's Secretariat, Sankoo is among the most populous regions of Ladakh, and its elevation to district status is expected to improve administrative coordination, strengthen public participation and reduce the difficulties residents face in accessing government offices. The decision fulfils a longstanding demand for a separate district and follows the announcement of five other districts, Changthang, Drass, Nubra, Sham and Zanskar, less than six months ago. With the latest addition, Ladakh now has eight districts.

Saxena, who visited Sankoo on Friday, attended a public gathering organised to celebrate the announcement. According to the administration, a large number of residents participated in the celebrations and expressed appreciation to the Central government and the Lieutenant Governor for approving the creation of the district. The decision is expected to enable residents of Sankoo and surrounding areas to access administrative services within a more localised framework rather than depending on offices located elsewhere in Kargil district.
Addressing the gathering, Saxena said the reorganisation was aligned with the Centre's objective of improving governance and ensuring that development programmes reach people across the Union Territory. He described the creation of Sankoo district as an important step towards fulfilling local aspirations and making administrative institutions more accessible.
"The creation of Sankoo district fulfils a long-standing aspiration of the people of the area and marks another important step towards bringing administration closer to citizens. Our objective is to ensure that people in every part of Ladakh can access government services more easily and that the benefits of development reach every village and household," Saxena said.
The Lieutenant Governor also thanked Prime Minister Narendra Modi and Union Home Minister Amit Shah for their support towards Ladakh's development. He assured residents that the administrative requirements arising from the creation of the district would be addressed at the earliest and that necessary appointments would be made to ensure its effective functioning.
The establishment of a new district will require administrative arrangements, including the allocation of responsibilities, deployment of personnel and creation or designation of offices to manage public services. The administration has not announced a detailed timetable for completing these arrangements, although Saxena indicated that the process would be undertaken promptly.

Alongside the creation of Sankoo district, the Lieutenant Governor announced five new tehsils across different parts of Ladakh. The decision is intended to strengthen the reach of administrative institutions, particularly in remote settlements where difficult terrain and long travel distances can make access to government services challenging.
The newly announced Aryan Valley tehsil in Sham district will comprise Dha-Beema, Hanu, Garkone and Darchiks. The Sodh tehsil in Kargil district will cover Yourbaltak, Akchamal, Apatee, Tumail, Barchey, Silmoo, Lalung and Chulichan.
In Zanskar district, the newly created Phey tehsil will include Rangdum, Phey, Emala-Shagan, Hamiling, Abran, Akshow, Atting, Rantaksha and Tungri. The Thasgam tehsil in Drass district will comprise Thasgam, Jasgund, Kharboo and Shimsha.
The fifth new tehsil, Hemya, will be established in Changthang district and will cover Tukla, Liktse, Tarchit, Kungyam, Teri and Hemya.
The administration said the additional tehsils would make it easier for residents to access essential public services and interact with government officials without travelling long distances. The expansion is particularly relevant to Ladakh, where settlements are widely dispersed and administrative accessibility can be affected by mountainous terrain, severe winters and limited transport connectivity.

The latest announcement follows an earlier decision on July 12, when Saxena announced the creation of 17 new tehsils as part of the broader administrative reorganisation of Ladakh. With the addition of five more tehsils on Friday, the total number of tehsils in the Union Territory has increased to 37.
The successive announcements indicate an effort by the administration to establish a more decentralised administrative structure following the expansion of Ladakh's district network. The creation of smaller administrative units is intended to reduce the geographical distance between residents and government institutions, while allowing officials to respond more directly to local requirements.
Tehsil-level offices play an important role in local administration, including revenue-related services, land records, certificates and other government functions. Establishing additional offices closer to remote settlements could reduce the time and expense associated with accessing these services, provided the newly created units are supported by adequate staffing, infrastructure and operational resources.
The expansion also places additional responsibilities on the administration to ensure that new districts and tehsils become fully functional. The effectiveness of the reorganisation will depend on the timely appointment of officials, establishment of administrative facilities and coordination between the newly created units and existing government departments.

The Lieutenant Governor's Secretariat said the ongoing restructuring was designed to improve administrative efficiency, strengthen grassroots governance and make public services more responsive to local needs. The administration has placed particular emphasis on extending its institutional presence to remote and far-flung areas, where residents may otherwise have to travel considerable distances for routine government work.
Saxena said the creation of additional districts and tehsils would support the broader objective of ensuring that the benefits of development reach villages and households across Ladakh. He maintained that decentralisation would improve public participation in governance and allow administrative authorities to respond more effectively to the requirements of individual regions.
The reorganisation is also expected to create a more localised framework for implementing government schemes, coordinating development activities and addressing public grievances. However, the administration has not provided details of the financial allocation required to operationalise the new units or the number of additional administrative posts that will be created.
The latest decision represents another significant change in Ladakh's administrative structure since the announcement of five new districts earlier this year. With Sankoo becoming the eighth district and the number of tehsils rising to 37, the Union Territory is moving towards a more extensive network of local administrative institutions.
For residents of Sankoo, the announcement addresses a longstanding demand for separate district status. For the wider Union Territory, the next stage will involve translating the newly announced administrative boundaries into functioning offices and accessible public services. The administration has said it will prioritise the necessary appointments and arrangements to ensure that the benefits of the restructuring reach residents across Ladakh.
