India, Singapore review progress under Comprehensive Strategic Partnership roadmap

India and Singapore on Thursday reviewed the implementation of the Roadmap for the Comprehensive Strategic Partnership (CSP), taking stock of cooperation across eight priority sectors during the 19th India-Singapore Foreign Office Consultations (FOC) held in New Delhi. The consultations were co-chaired by Rudrendra Tandon, Secretary (East), Ministry of External Affairs, and Luke Goh, Permanent Secretary (Policy), Singapore's Ministry of Foreign Affairs, the Ministry of External Affairs (MEA) said.

Progress under partnership roadmap

According to the MEA, the two sides assessed progress made under the Comprehensive Strategic Partnership Roadmap, which serves as the framework for expanding bilateral cooperation. "The two sides reviewed the progress of bilateral cooperation under the eight key areas outlined by the Roadmap for India-Singapore Comprehensive Strategic Partnership that will be taken up under the India-Singapore Ministerial Roundtable," the ministry said.

The discussions are expected to feed into the next meeting of the India-Singapore Ministerial Roundtable (ISMR), the high-level mechanism overseeing implementation of the partnership.

Focus on eight priority sectors

The roadmap covers cooperation in eight strategic areas:

• Skills development

• Economic cooperation

• Digitalisation

• Sustainability

• Connectivity

• Healthcare and pharmaceuticals

• People-to-people and cultural exchanges

• Defence and security cooperation

Both countries reviewed the progress of ongoing initiatives and explored ways to further deepen collaboration in these sectors.

Regional and global issues discussed

The two delegations also exchanged views on regional and international developments, reaffirming the importance of close coordination on issues of mutual interest. The MEA said both countries underscored the need to continue working together in regional and multilateral forums, including ASEAN, to address shared economic and strategic challenges.

Strategic ties continue to deepen

India and Singapore elevated their relationship to a Comprehensive Strategic Partnership during Prime Minister Narendra Modi's visit to Singapore in September 2024. The partnership was further strengthened with the launch of the Comprehensive Strategic Partnership Roadmap during Singapore Prime Minister Lawrence Wong's visit to India in September 2025, providing a structured framework for expanding cooperation across multiple sectors.

High-level engagements

During his visit to India, Singapore's Permanent Secretary Luke Goh also called on External Affairs Minister S. Jaishankar and held separate meetings with Foreign Secretary Vikram Misri and Rajiv Mani, Secretary, Legislative Department, Ministry of Law and Justice. The meetings reflect the continued momentum in India-Singapore relations as both countries seek to broaden cooperation in trade, technology, defence, digital innovation and regional connectivity.
