Driving behind an open truck? New rules for tippers, dumpers from April 2027

Travelling behind an open tipper or dumper can be risky, especially when sand, gravel or construction debris is being carried without proper cover. The Ministry of Road Transport and Highways (MoRTH) has now introduced new safety requirements aimed at addressing this concern.

Under the Central Motor Vehicles (Twelfth Amendment) Rules, 2026, tippers and dumpers will have to be equipped with a system to cover their loads while travelling on roads. The requirement will come into effect from April 1, 2027.

What will change for tippers and dumpers?

The amendment was notified by MoRTH on July 28 and published in the Gazette of India on August 7. It modifies the Central Motor Vehicles Rules, 1989, with specific provisions for securing loads carried by tippers and dumpers.

From April 2027, the load body of these vehicles will have to be covered from the top while they are moving on roads. The load body is the rear container used to carry materials such as soil, sand and gravel.

The covering mechanism can be electrically, electromechanically, hydraulically or mechanically operated. The rules also allow suitable materials to be used for the covering system.

The key requirement is that the load body must remain completely enclosed during road movement. The notification specifies that the system should ensure the "load body remains fully enclosed during road movement".

Drivers to get an alert if cover is open

The new rules also bring in a warning mechanism inside the driver's cabin.

Tippers and dumpers will need an audio-visual alert system that can warn the driver if the load cover remains open or has not been properly secured while the vehicle is moving.

This means drivers will receive both an audible and visual warning when the covering system is not in the required position.

When will the rule take effect?

Although the amendment came into force after its publication in the Official Gazette, the specific requirement for load-covering systems on tippers and dumpers will apply from April 1, 2027.

The final rules follow a draft notification issued on March 20, 2026. The government had invited objections and suggestions before finalising the provisions.

The amendment also specifies that the covering system fitted to enclose the load body will not be counted while determining the vehicle's overall height, subject to the conditions laid down in the rules.
