India, Russia hold key security talks on Pakistan, Afghanistan amid rising regional tensions
India and Russia on Wednesday held the seventh round of talks under their Special Mechanism on Pakistan and Afghanistan, reviewing regional security developments and reaffirming their commitment to strengthening bilateral cooperation amid continuing instability in South Asia.
The high-level meeting, held in New Delhi, was co-chaired by India's Deputy National Security Adviser Pavan Kapoor and Russia's Deputy Secretary of the Security Council Aleksandr Venediktov, according to the Ministry of External Affairs (MEA).
Both sides held wide-ranging discussions on issues of mutual interest, including developments concerning Pakistan and Afghanistan and their implications for international security. The discussions formed part of the continuing security dialogue between New Delhi and Moscow under their Special and Privileged Strategic Partnership.
During his visit, Venediktov also called on National Security Adviser Ajit Doval, reflecting the importance attached by both countries to consultations on regional security and strategic affairs.

The talks come against the backdrop of persistent security challenges in Afghanistan and growing tensions between Kabul and Islamabad over cross-border militancy, territorial disputes and counterterrorism operations. Afghanistan's security situation remains a concern for regional powers, particularly because of the activities of extremist organisations, the movement of armed groups across borders and the possibility of instability affecting neighbouring countries.
Pakistan has repeatedly accused Afghanistan's Taliban authorities of allowing militant organisations to operate from Afghan territory, allegations rejected by Kabul. The disagreements have contributed to recurring border tensions and complicated diplomatic efforts to improve relations between the two neighbours.
For India, developments in Afghanistan carry implications for regional stability, counterterrorism and broader strategic interests. New Delhi has consistently emphasised the importance of preventing Afghan territory from being used for terrorist activities while supporting the country's sovereignty, territorial integrity and humanitarian requirements.
Russia, meanwhile, has maintained diplomatic engagement with Afghanistan and neighbouring countries through bilateral consultations and regional mechanisms, seeking to address security concerns and promote stability in Central and South Asia.

According to the MEA, both delegations reaffirmed their commitment to strengthening ongoing cooperation under the India-Russia Special and Privileged Strategic Partnership, which encompasses defence, security, energy, economic relations and diplomatic coordination.
The Special Mechanism on Pakistan and Afghanistan provides a dedicated platform for senior security officials from the two countries to exchange assessments and coordinate their approaches towards developments in the region.
India and Russia have maintained close consultations on Afghanistan for several years, including through interactions between their respective national security establishments. Their cooperation has also extended to multilateral diplomatic initiatives aimed at addressing terrorism, extremism, drug trafficking and humanitarian challenges arising from Afghanistan's prolonged instability.
The latest discussions underline the continued relevance of bilateral security consultations despite changing geopolitical circumstances and evolving regional challenges.

Wednesday's meeting followed the eighth round of Moscow Format Consultations on Afghanistan earlier this month, which brought together representatives from India, Russia, China, Iran, Pakistan, Afghanistan and several Central Asian countries.
The regional meeting highlighted differences between Afghanistan and Pakistan over terrorism-related concerns, with disagreements preventing participants from adopting a joint statement.
Russia subsequently indicated its willingness to assist in easing tensions between Kabul and Islamabad if both sides requested such involvement. India participated in the consultations and reiterated its support for Afghanistan's sovereignty, unity and territorial integrity, alongside its commitment to the welfare of the Afghan people. The Moscow Format, established in 2017, seeks to facilitate dialogue among regional stakeholders on Afghanistan's political future, security challenges and economic recovery.

Counterterrorism has remained an important component of India-Russia security cooperation, with both countries repeatedly emphasising the need to prevent Afghanistan from becoming a base for international terrorist organisations.
In previous bilateral statements, New Delhi and Moscow have expressed concern over terrorism, radicalisation and narcotics trafficking, while supporting international efforts to provide humanitarian assistance to Afghanistan. The two countries have also recognised the importance of sustained diplomatic engagement in addressing the challenges facing the region.
Wednesday's discussions reaffirmed their intention to continue consultations on matters affecting regional and international security. However, the MEA did not announce any specific new agreements or joint initiatives following the seventh round of talks.
The meeting reflects the continuing diplomatic coordination between India and Russia on developments in their extended neighbourhood, particularly as tensions involving Afghanistan and Pakistan remain a significant concern for regional stability.
