Vedanta eyes Rs 80,000 crore investment in Bengal, 10,000 jobs likely

Anil Agarwal discussed power generation and aluminium smelter projects with Chief Minister Suvendu Adhikari in Kolkata

Vedanta Group is exploring investments of Rs 70,000-80,000 crore in West Bengal for setting up power generation facilities and an aluminium smelter, chairman Anil Agarwal said on Wednesday after meeting Chief Minister Suvendu Adhikari at the state secretariat.

The proposed projects could generate around 10,000 jobs, according to Adhikari, who assured the industrialist of the state government's support in facilitating the investments.

Agarwal said the conglomerate would undertake a feasibility study before finalising its investment plans, with coal availability, existing infrastructure and the group's land holdings in the Asansol region expected to influence the decision.

He indicated that the projects could become operational within three years, provided the state government ensured timely clearances and access to essential resources.

"The chief minister told me that I could explore investment in any sector, and I said I would look at it. I promised him that thousands of jobs would be created," Agarwal told reporters.

Agarwal said Asansol was being examined as a possible location for the proposed projects because of its coal resources and Vedanta's existing assets in the region.

The company has approximately 300 acres of land in the area, which could be considered for industrial development, although additional land may be required depending on the scale of the projects.

He said alumina, the principal raw material used in aluminium production, could be transported from Vedanta's operations in Odisha, including Jharsuguda.

Existing railway connectivity between the two states could facilitate the movement of raw materials and support the proposed smelter's operations.

However, Agarwal emphasised that the investment decision would depend on a detailed assessment of infrastructure, location and financial viability.

The Vedanta chairman identified access to coal and water, along with timely regulatory approvals, as crucial requirements for implementing the proposals.

He urged the state administration to treat the projects as a shared priority and ensure that resources and clearances were made available without unnecessary delays.

Agarwal said the combined investment in power generation and aluminium production could reach Rs 70,000-80,000 crore, creating direct employment and supporting associated industries.

Describing his meeting with Adhikari as encouraging, he praised the Chief Minister's interest in attracting large-scale industrial investment.

"He is very excited, very dynamic, was very pleased, he spent a lot of time with me, and my commitment is with him," Agarwal said.

Beyond the proposed power and aluminium projects, Agarwal highlighted the potential for developing downstream industries around a major smelting facility.

He said entrepreneurs could establish smaller manufacturing units with investments ranging from Rs 5 crore to Rs 50 crore, creating additional employment and expanding the state's industrial base.

"West Bengal is a state of entrepreneurs. They can set up industries for Rs 5 crore to Rs 50 crore," he said.

Agarwal maintained that Bengal possessed the skilled workforce and entrepreneurial capabilities needed to support industrial expansion, provided adequate infrastructure and a conducive investment environment were available.

Briefing reporters separately, Adhikari said Agarwal had expressed renewed interest in investing in West Bengal following the change of government.

"I welcomed him and assured him that the West Bengal government would extend all possible support to him," the Chief Minister said.

Adhikari claimed that Agarwal had cited the business environment in BJP-governed states as a factor influencing his investment decisions.

"He has invested in seven states, all of which are governed by the BJP. He said BJP-ruled states provide an industry- and business-friendly environment and that such an environment was gradually being created in West Bengal as well. He expressed his intention to invest in the state," Adhikari said.

The Chief Minister further claimed that Agarwal had raised concerns about alleged extortion, syndicate operations, cut-money practices and lawlessness during the previous Trinamool Congress administration.

These assertions were made by Adhikari while describing their meeting.

Adhikari said officials from the departments concerned were already in contact with Vedanta representatives to examine the proposals and facilitate further discussions.

He maintained that the government would avoid making premature announcements before the investment details were finalised.

"Unlike the previous chief minister, the present government does not believe in making claims before the details are in place," he said.

While the proposed investment could become one of the state's major industrial commitments if implemented, Vedanta has yet to complete its feasibility assessment or announce a final investment decision.

The proposed capital expenditure, employment projections and three-year implementation timeline therefore remain contingent on the outcome of those studies and the availability of necessary approvals.
