Nirmala Sitharaman heads to Qatar for AIIB annual meet, high-level talks on investment

The Finance Minister had begun a three-day Qatar visit to represent India at the AIIB Board of Governors meeting in Doha

Union Finance and Corporate Affairs Minister Nirmala Sitharaman will attend the 11th Annual Meeting of the Board of Governors of the Asian Infrastructure Investment Bank (AIIB) in Doha during a three-day official visit to Qatar from September 27 to 29. Sitharaman, who represents India as a Governor of the multilateral development bank, will lead a high-level delegation of senior Finance Ministry officials during the visit.

The annual meeting, being held on September 28 and 29, comes as the Beijing-based AIIB enters its second decade and seeks to expand financing for sustainable and resilient infrastructure. India is the bank’s second-largest shareholder and has been among the biggest recipients of its financing since the institution began operations in 2016.

Infrastructure in focus

The Doha meeting is being held under the theme “Tomorrow’s Infrastructure: Impact and Innovation” and will bring together representatives of member countries, policymakers, business leaders, development partners and other stakeholders. Discussions are expected to focus on sustainable infrastructure, green financing, mobilisation of private capital, digital transformation, cross-border connectivity and ways to strengthen infrastructure resilience.

The meeting will also examine the AIIB’s strategic direction and operational priorities as it enters its second decade. The bank currently has 111 approved members, authorised capital of $100 billion and focuses on financing infrastructure and other productive sectors aimed at supporting sustainable economic development and regional connectivity.

Sitharaman is expected to participate in the Governors’ Business Roundtable and share India’s perspective on infrastructure financing and development. India’s engagement with the bank has covered sectors ranging from transport and energy to urban development and other infrastructure projects.

Bilateral meetings lined up

On the sidelines of the annual meeting, Sitharaman is scheduled to hold bilateral meetings with the AIIB leadership as well as finance ministers and senior representatives from several member countries. Her engagements are expected to include counterparts from Jordan, Switzerland, Algeria, Saudi Arabia and Nepal.

The meetings are expected to cover bilateral economic cooperation, investment opportunities and collaboration through multilateral institutions. Sitharaman’s presence at the gathering will also provide an opportunity for discussions on mobilising long-term financing for infrastructure as countries seek greater private-sector participation in large development projects.

Nepal Finance Minister Swarnim Wagle is among the leaders attending the meeting and is expected to hold talks with Sitharaman on its sidelines. Nepal has been seeking international financing for infrastructure reconstruction and climate-resilient projects following recent floods.

Qatar investment push

Beyond the AIIB meeting, Sitharaman is expected to engage with Qatar’s senior leadership as India seeks to deepen economic and investment ties with the Gulf country. Her programme also includes interactions with leading Qatari business figures, industry representatives and investors.

The engagements come against the backdrop of growing economic ties between India and Qatar, with energy remaining a central pillar of the relationship while both sides look to expand cooperation into investment, infrastructure and other sectors. India has also been seeking greater participation by global investors in its infrastructure development programme and emerging sectors of the economy.

Sitharaman’s visit is expected to combine India’s engagement with the multilateral lender with a broader push to strengthen economic ties with Qatar and other participating countries. The Doha meeting will also give member governments an opportunity to shape AIIB’s investment priorities as the institution moves into its next phase of operations.
