Haryana Chief Minister Nayab Singh Saini on Monday held a roundtable with leading investors, global investment firms and industry representatives in Mumbai as his government stepped up efforts to attract fresh capital and position the state as a major manufacturing and investment destination. The meeting was organised under the state's ongoing 'Happening Haryana 2.0' Global Capital Campaign and was also attended by Haryana Industries and Commerce Minister Rao Narbir Singh.
Saini told participants that Haryana wanted to build a long-term relationship with investors rather than limit its engagement to individual investment proposals. He highlighted the state's industrial infrastructure, proximity to the National Capital Region, connectivity and skilled workforce as important advantages for companies considering expansion.
The Chief Minister said industry would have an important role in accelerating India's economic growth and achieving the broader goal of a developed India.
Government promises faster clearances
Investors at the roundtable offered suggestions on improving Haryana's business environment, including measures related to land, approvals and other regulatory processes.
Saini said the government would examine the proposals with the departments concerned and prepare a time-bound action plan. Departments would be assigned clear responsibilities to ensure that recommendations considered viable were implemented.
The state would also work on simplifying processes involving land acquisition and regulatory approvals, he said.
Saini assured investment firms that Haryana was prepared to facilitate their portfolio companies if they were considering manufacturing facilities, Global Capability Centres, technology operations, logistics projects or other expansions in the state.
The government, he said, wanted investors to have confidence not merely in the opportunities available in Haryana but also in their interactions with the administration.
Defence manufacturing emerges as focus
Defence manufacturing emerged as one of the most prominent areas during the discussions, drawing several suggestions and expressions of interest from participants.
Saini said the state government was considering introducing a dedicated policy for the defence sector to tap its growth potential. Haryana is also exploring cluster-based development to attract manufacturers and companies operating across the defence supply chain.
The government has already announced plans to establish 10 new Industrial Model Townships, with the land acquisition process under way.
A manufacturing cluster is being developed near Maharaja Agrasen Airport in Hisar, where the possibility of establishing a defence cluster will also be examined. The government is additionally working on an industrial cluster in Haryana near the Jewar airport in neighbouring Uttar Pradesh.
The proposals are intended to give manufacturers access to infrastructure, connectivity and an ecosystem of suppliers and supporting businesses.
Skills linked with industrial needs
Saini said creating industrial infrastructure alone would not be sufficient and emphasised the need to ensure companies had access to appropriately trained workers.
The state has begun linking Industrial Training Institutes and polytechnic colleges with industries through memorandums of understanding. The initiative is aimed at aligning vocational education with the actual requirements of employers.
By allowing industries to play a greater role in identifying skills requirements, the government hopes to improve employment prospects for young people while addressing shortages of trained manpower faced by businesses.
The strategy is part of Haryana's effort to strengthen its manufacturing ecosystem while simultaneously creating employment opportunities around new industrial investments.
Investors invited for 2027 summit
Representatives from several major investment and private equity firms participated in the Mumbai discussions, including EQT, Warburg Pincus, Premji Invest, 360 ONE, Samara Capital, IvyCap Ventures, Oman India Joint Investment Fund and Gaja Capital, among others.
Saini invited the investors to participate in the Happening Haryana Global Investor Summit scheduled for April 2027.
The Mumbai roundtable is intended to serve as an early stage of that investment mobilisation effort, allowing the government to understand investor concerns before the larger summit.
For Haryana, the challenge will now be translating the interest generated during such meetings into projects on the ground. The state's focus on faster clearances, industrial clusters, workforce development and sector-specific policies is aimed at converting investment commitments into factories, technology centres and jobs.
