Delhi Police clarifies no objection to INDIA bloc rally at Ramlila Ground on November 1

Amid confusion over permission, Delhi Police reiterates no objection to the INDIA bloc rally on November 1

The Delhi Police on Tuesday clarified that it has no objection to the INDIA bloc organising a rally at Ramlila Ground on November 1, from 10 am to 5 pm, amid reports that the opposition parties had been denied permission to hold an event linked to their protest against Chief Election Commissioner Gyanesh Kumar.

The police said its no-objection certificate (NOC) for the rally remained valid, addressing uncertainty over the event after the Congress reportedly claimed on Tuesday that it had been denied permission.

In a letter dated October 17, the Delhi Police said the request to book Ramlila Ground from October 25 to November 3 for the November 1 rally had been considered. It stated that the police had no objection to the event from a law-and-order perspective, subject to obtaining prior permission from the land-owning authority.

“Permissions regarding NOC for booking of Ramlila Ground from 25.10.2026 to 03.11.2026 to organize rally on 01.11.2026 stands even now,” the police said.

The letter further clarified that the NOC was subject to specified terms and conditions and the necessary approval from the authority responsible for the venue.

Delhi Police clarifies position on INDIA bloc rally permission

The police reiterated that it had no objection to the rally from a law-and-order perspective, provided the organisers complied with the stipulated conditions and obtained prior permission from the land-owning authority. Its clarification came amid confusion over whether the opposition bloc could proceed with the planned event.

The November 1 gathering is intended to be part of the INDIA bloc’s protest against the Special Intensive Revision (SIR) of electoral rolls and its demand for Chief Election Commissioner Gyanesh Kumar’s resignation.

The Congress had sought to organise the rally at Ramlila Ground after Jantar Mantar was removed from the list of designated protest venues. Ramlila Ground, Burari Ground in north Delhi and CBD Ground in Shahdara were subsequently identified as alternative sites for demonstrations and rallies.

The Congress approached the Municipal Corporation of Delhi (MCD) to check the availability of Ramlila Ground. The civic body confirmed that the venue would be available from October 25 to November 3, following which the party approached the police for the NOC.

The latest clarification reiterates that the police has no objection to the November 1 rally, while making it clear that the organisers must also secure the required permission from the land-owning authority.
