Delhi court seeks police report on FIR plea against CM Rekha Gupta over ‘Hanuman’ remark

The complaint had sought registration of an FIR over remarks allegedly made by the Chief Minister at a government programme in September 2025

A Delhi court has sought a status report from the Delhi Police on a complaint seeking registration of an FIR against Chief Minister Rekha Gupta over remarks in which she allegedly compared Delhi government officials to Lord Hanuman. Additional Chief Judicial Magistrate Ashwani Panwar of the Rouse Avenue Courts directed the Station House Officer of Kashmere Gate police station to submit the report by October 15, when the matter will be taken up next.

Complaint seeks FIR

The complaint was filed by Ram Niwas Sharma, who has sought action against Gupta over remarks allegedly made on September 23, 2025, during an official government programme at Kashmere Gate ISBT. The event had been organised to mark the commencement of Delhi Transport Corporation bus services between Delhi and Baraut in Uttar Pradesh.

The complaint has been moved under Section 223 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), along with an application under Section 175(3), seeking a direction for police action. After hearing the complainant and examining the material placed before it, the court directed that a copy of its order, along with the complaint and accompanying documents, be sent to the Kashmere Gate SHO for compliance.

What Gupta allegedly said

According to the complaint, Gupta made the remarks while addressing government officials and members of the public during the programme. “These officials of the Delhi government are all like Hanuman. They remember all their power only when their tails are set on fire; before that, they forget about it,” Gupta was quoted as saying. She reportedly added that Hanuman came to her mind because the programme was being held at the doorstep of “Marghat Wale Baba”. The comments were made while Gupta was purportedly admonishing officials over their functioning.

Religious sentiments alleged

Sharma has alleged that the remarks hurt religious sentiments and therefore warranted registration of an FIR against the Chief Minister. The complaint contends that the statement was made at an official public event and was heard by government officials, attendees and members of the public.

The allegations in the complaint have not been adjudicated by the court. At this stage, the court has only sought a status report from the police and has not directed registration of an FIR against Gupta.

Police report by October 15

The status report is expected to inform the court about the police’s assessment of the complaint and any action taken on it. The matter has been listed for October 15 at 11.30 am for submission of the report and further consideration.

The court’s direction to seek a police report is therefore a preliminary procedural step and does not amount to a finding that the Chief Minister committed an offence. The question of whether further action is warranted will be considered after the police response is placed before the court.
