India’s aviation boom hits turbulence as safety lapses, rising costs test rapid expansion

Crises at Air India and IndiGo expose operational and regulatory strains as geopolitical disruptions, expensive fuel and a near-duopoly complicate growth in world’s 3rd largest domestic aviation market

India’s aviation industry, until recently showcased as one of the country’s fastest-growing sectors, is facing a difficult test as a succession of safety incidents, operational disruptions and mounting financial pressures expose vulnerabilities beneath its ambitious expansion. Air India and IndiGo, which together account for nearly nine out of every 10 domestic airline seats, have both faced significant challenges over the past year. The concentration of such a large share of traffic among two airline groups means disruptions at either carrier can have consequences across the country's aviation network.

The pressures come even as India continues to expand airports, flying schools and aviation infrastructure while its airlines maintain one of the world's largest aircraft order books. The government said earlier this month that flying training organisations had increased from 32 in 2020 to 41 in 2026, with flying bases almost doubling from 32 to 63.

Air India faces intensified safety scrutiny

Air India has been under heightened scrutiny following a series of incidents, including the crash of a London-bound Boeing 787 last year that killed 241 people aboard the aircraft.

Attention returned to the airline this month after its Phuket-New Delhi flight AI2379 suddenly lost approximately 300 feet of altitude during cruise on August 4. The Airbus A320 subsequently stabilised and landed safely in Delhi, but passengers and crew members were injured.

The government classified the occurrence as a “serious incident” and the Aircraft Accident Investigation Bureau launched an investigation. Both pilots were taken off flying duties pending the probe.

A preliminary psychoactive-substance screening of the pilot-in-command produced a result requiring confirmatory testing, according to the Civil Aviation Ministry. The final result was awaited when the government disclosed the development, making it important not to treat the initial screening as confirmation of drug use.

Separately, safety audits have highlighted shortcomings at Air India, including maintenance and training-related deficiencies. European aviation authorities have also increased scrutiny of the carrier following findings during inspections at European airports.

The Tata Group-owned airline has been undertaking a major transformation involving new aircraft, cabin upgrades and organisational restructuring since its privatisation, but the recent episodes have increased pressure on management to demonstrate that safety systems are keeping pace with expansion.

IndiGo disruption exposed operational vulnerabilities

India's largest airline, IndiGo, faced a different type of crisis when thousands of flights were disrupted late last year as its tightly scheduled network struggled with crew availability following the implementation of revised Flight Duty Time Limitation norms.

The regulations were designed to reduce pilot fatigue by strengthening rest requirements and limiting certain night operations. But their implementation exposed shortcomings in workforce and roster planning, contributing to widespread cancellations.

The episode demonstrated the difficulty of simultaneously expanding airline capacity and enforcing stricter fatigue-management standards when trained pilots and reserve crews are limited.

For India's aviation system, the disruption was particularly consequential because IndiGo accounts for roughly two-thirds of the domestic market.

The concentration of traffic between IndiGo and the Air India group has consequently emerged as a structural concern. While scale can produce efficiencies, it also means operational failures at a dominant carrier can rapidly become a nationwide passenger problem.

Passenger growth showing signs of pressure

The industry's immediate traffic picture has also weakened.

Domestic airlines carried around 12 million passengers in July 2026, according to ratings agency ICRA, down 4.8 per cent from the corresponding month last year and 10.8 per cent from June. Airline capacity deployed during July was 7.8 per cent lower year-on-year.

During the first four months of the current financial year, domestic passenger traffic stood at 54.66 million, virtually unchanged from the corresponding period a year earlier.

International traffic carried by Indian airlines has suffered a much sharper setback, declining 23 per cent year-on-year during April-July, largely because of disruptions associated with the conflict in West Asia.

Those figures contrast with the longer-term growth story that has transformed Indian aviation over the past decade. Major airports have recorded record passenger volumes, new airports are being commissioned and airlines have ordered hundreds of new aircraft in anticipation of continued growth in travel demand.

War and expensive fuel squeeze airlines

Geopolitical instability has added another layer of difficulty.

Restrictions and disruptions affecting international airspace have forced airlines to alter routes, increasing flying times and fuel consumption on some services. The continuing West Asian conflict has simultaneously contributed to higher aviation turbine fuel prices.

Fuel represents one of the largest operating expenses for an airline, making Indian carriers particularly vulnerable to sharp movements in international crude prices. A weaker rupee compounds the problem because aircraft leases, maintenance, spare parts and several other expenses are largely denominated in dollars.

ICRA has maintained a negative outlook on the Indian aviation industry, citing pressure from higher fuel prices, restricted international airspace and rupee depreciation.

These factors threaten airline profitability precisely when carriers need substantial investment to induct aircraft, recruit and train pilots, expand maintenance capacity and improve technology.

Training ecosystem faces its own safety challenge

Concerns are not confined to commercial airlines. India's rapidly expanding pilot-training industry has also come under scrutiny.

A Tecnam P2006T training aircraft crashed in Kanpur on August 27, killing an instructor and a trainee pilot. The incident came weeks after the Directorate General of Civil Aviation had circulated safety recommendations concerning Tecnam aircraft to flying training organisations.

The DGCA's July 10 communication followed recommendations arising from an earlier accident investigation and advised operators, among other measures, to avoid leaving Tecnam aircraft parked on aprons for prolonged periods during summer before training flights.

The cause of the Kanpur crash remains subject to investigation, and the existence of the earlier advisory does not establish that the same issue caused the latest accident. It does, however, reinforce attention on safety standards as India attempts to rapidly increase the number of domestically trained pilots.

Growth now depends on strengthening the system

India's underlying aviation opportunity remains substantial. Rising incomes, a large population, airport construction and historically low air-travel penetration provide room for long-term expansion. Indian airlines have placed aircraft orders on a scale rarely seen elsewhere, while the government is preparing another phase of its regional connectivity programme.

But aircraft and airports represent only one part of the aviation ecosystem.

A much larger fleet requires more pilots, engineers, air traffic controllers, maintenance facilities, inspectors and regulatory capacity. Training and safety oversight therefore have to expand at approximately the same pace as passenger numbers and airline networks.

That is increasingly the central challenge confronting Indian aviation. The question is no longer simply how rapidly the country can add aircraft, airports and passengers, but whether its regulatory, safety and operational systems can expand quickly enough to support them.

India's aviation boom has not run out of runway. But the turbulence of the past two years has demonstrated that sustaining its growth will require greater operational resilience and stronger safety oversight alongside the industry's pursuit of scale.
