Global investment giant discusses expanding financial services operations in Gandhinagar, with Gujarat government assuring support for its growth plans

Global investment management giant BlackRock is exploring an expansion of its operations at Gujarat International Finance Tec-City (GIFT City), with its Chief Operating Officer Robert Goldstein meeting Chief Minister Bhupendra Patel in Gandhinagar on Tuesday to discuss investment opportunities and the development of the financial services ecosystem.

During the meeting, Patel assured BlackRock of the Gujarat government's full support for expanding its services in GIFT City and invited the company to participate in the upcoming Vibrant Gujarat Global Summit 2027. The discussions focused on strengthening the presence of global financial institutions in Gujarat and positioning GIFT City as a major international centre for investment management and financial technology.

The meeting followed Patel's recent visit to the United States, where he held discussions with BlackRock's senior leadership as part of Gujarat's international investment outreach. The Chief Minister had earlier invited the company to explore opportunities in GIFT City, particularly in asset management, exchange-traded funds and technology-driven financial services.

According to an official statement, Tuesday's meeting was a follow-up to discussions between Patel and BlackRock's Global Head of Market Development, Samara Cohen, during the Chief Minister's visit to the United States in August. At that meeting, Patel had outlined Gujarat's ambitions to attract leading international financial institutions and encouraged BlackRock to expand its operations in GIFT City.

Patel reiterated the state government's commitment to providing a supportive business environment and facilitating the company's expansion. He expressed confidence that a stronger BlackRock presence would help attract international investment, strengthen financial services and enhance GIFT City's standing among global financial centres.

The Chief Minister also referred to the financial ecosystems of Singapore and Hong Kong, expressing the hope that BlackRock could establish a comparable presence in GIFT City as part of India's efforts to develop a globally competitive financial services hub.

The discussions also covered the company's existing association with Jio Financial Services through their joint venture, which has a presence in GIFT City. The partnership represents BlackRock's broader efforts to expand its participation in India's investment management market.

During the interaction, Goldstein briefed Patel on BlackRock's development since its establishment in 1988 and its emergence as one of the world's largest investment management companies. The firm operates across more than 40 countries and manages approximately $15.3 trillion in assets, according to the details shared during the meeting.

Goldstein explained that BlackRock provides investment management and financial technology services to institutional investors, governments, corporations and individual investors worldwide. Its operations encompass a wide range of financial products and technology platforms designed to support investment decisions, portfolio management and risk assessment.

The company's iShares exchange-traded funds offer investors access to equity, fixed-income, commodity and multi-asset markets. BlackRock also operates Aladdin, a technology platform providing portfolio management, investment analytics and risk management solutions to financial institutions.

The discussion highlighted the potential for global asset managers to contribute to India's expanding financial services sector through investment products, technological expertise and international market access.

Patel highlighted Prime Minister Narendra Modi's vision of developing GIFT City into a global financial and technology gateway, supported by international banking institutions, investment funds and financial technology companies.

He pointed to the growing presence of global financial institutions and the expansion of banking assets and fund commitments within the financial services centre. The Chief Minister maintained that GIFT City was emerging as an attractive destination for international businesses seeking to establish or expand their operations in India.

GIFT City houses India's first International Financial Services Centre (IFSC), which provides a regulatory framework for international banking, capital markets, fund management, insurance and other financial activities. The development has been designed to attract global financial institutions while supporting technology-driven services and investment flows.

The financial hub has also been expanding its infrastructure and business ecosystem to accommodate banks, asset managers, insurance companies, fintech enterprises and other international service providers.

According to government information published in November 2025, GIFT IFSC had more than 1,034 registered entities and 38 banks with an asset base exceeding $100 billion. These figures illustrate the scale of the financial services ecosystem that Gujarat is seeking to develop further through international investment partnerships.

The Chief Minister extended an invitation to BlackRock to participate in the Vibrant Gujarat Global Summit 2027, which is scheduled to take place in January. The summit is expected to bring together international investors, business leaders and policymakers to explore opportunities across manufacturing, financial services, technology and infrastructure.

Patel's engagement with BlackRock forms part of a wider investment outreach undertaken by the Gujarat government ahead of the summit. During his August visit to the United States and Canada, he met representatives of several multinational companies to discuss opportunities in semiconductors, artificial intelligence, data centres, advanced manufacturing and financial services.

The Gujarat government has been seeking to position the state as a preferred destination for international investment, with GIFT City serving as a principal attraction for global banks, financial institutions and asset management companies.

Tuesday's discussions with Goldstein were described as a continuation of that outreach, reflecting efforts to translate international engagements into business expansion and investment activity in the state.

The prospective expansion of BlackRock's operations could strengthen GIFT City's investment management ecosystem by bringing additional international expertise, financial products and technology capabilities to the hub.

For Gujarat, attracting companies of BlackRock's scale is part of a broader strategy to build an internationally competitive financial services sector while generating opportunities in investment management, financial technology and related professional services.

The meeting did not result in a publicly announced investment commitment, expansion timetable or specific financial outlay. However, the discussions indicated continued interest in strengthening BlackRock's presence in GIFT City and developing closer engagement with the Gujarat government.

With the Vibrant Gujarat Global Summit approaching, the state government is expected to continue discussions with international investors as it seeks to consolidate GIFT City's position as a major financial services destination.
